The Association of Train Operating Companies (ATOC) is the voice of the passenger rail industry. It fulfils this role both as a trade association and as a group of ‘schemes’ which act as the operational arm of the passenger railway and guarantee the continued benefits of a national network. ATOC represents train companies to the Government, media and other opinion formers on transport policy issues.

And a direct result of its work, ATOC is responsible for a significant amount of important documentation. The sheet volume of these paper documents - in access of 10,000 files and growing on a weekly basis - was causing a number of issues The increasing cost of Central London office space to store historical information such as contracts, inter-company agreements, Board papers and minutes, was becoming prohibitive. With up to twelve different departments involved in individual projects, multiple copies of work in progress were generating significant amounts of paper on an ongoing basis. Added to all this, the legal nature of ATOC’s work often requires strict compliance protocols and auditing procedures and meant that considerable resource was spent locating, photocopying and distributing paper documents every day.
